In the QoS aspect, they could switch to ClearQAM


then you wouldn't need a cable box (or PC or Roku) for the basic package. Every TV for the last ~15 years has had a QAM tuner built-in capable of tuning to digital HD, if the cable company sends it "in the clear".

This is how a lot of cable companies had it working towards the beginning of the addition of digital channels. You could plug in the cable right into the TV and it would pick up the digital channels.
